Commercial pilot certificate
The certificate that first lets you be paid to fly. Most holders are on the way somewhere else — instructing, building hours — which is exactly why the number holding it and the number employed as commercial pilots are so far apart.

Flight training sits almost entirely outside federal student aid, so no government dataset records what reaching this certificate costs. We would rather show nothing than repeat a flight school's own price list as though it were data.
The FAA requires 250 flight hours, or 190 through an approved school. How long that takes depends on how often you can afford to fly.
The certificate does not expire; the second-class medical certificate it depends on does.

Igama le-akhawunti: Active means certificate plus valid medical certificate. Pilots are classed by their highest certificate, so anyone who has gone on to an airline transport certificate has left this count — these are people whose top qualification is the commercial certificate. Many of them are flight instructors, or are building hours towards an airline transport certificate, and federal employment data files both elsewhere.

The unaccounted-for figure is larger here than almost anywhere on this site, and most of it is not unemployment: flight instructors, agricultural pilots, corporate and charter pilots and hour-builders all hold this certificate and are counted under other occupations or not at all.
