"Non traballar" non é o mesmo que "desempregado", e a diferenza non é unha cuestión técnica

A medida é a ausencia de calquera rexistro de ingresos para todo o ano - sen salarios nun W- 2, sen ingresos positivos de traballo autónomo nunha declaración de impostos. A ninguén nestes datos se lle preguntou se quería un traballo. Polo tanto, o conteo contén persoas que escolleron non traballar: criar fillos, coidar dun parente, viaxar, estudar algo que non é un título, vivir cos ingresos dun compañeiro ou mudarse ao estranxeiro. Quen conta e quen non

Só a xente que recibiu axuda federal. A cohorte está construída a partir do sistema federal de préstamos e bolsas para estudantes, polo que os que remataron os estudos e pagaron por conta propia están ausentes. Iso é aproximadamente a metade dos estudantes universitarios dos EUA. Se a metade que falta é mellor ou peor non se publica, e é a única cousa máis grande que non sabemos sobre estas cifras.

A xente que aínda estuda non está en ningunha das columnas. Alguén que rematou unha licenciatura e foi directamente a un mestrado está excluído tanto da conta de traballadores como da conta de non traballadores, o que é certo: non fallou en atopar traballo, non o buscou. Isto tamén significa que a taxa é unha porcentaxe da xente que realmente deixou a educación, non unha porcentaxe de todos os que se graduaron.

O código do programa federal é máis groseiro que un traballo. Os programas publicáronse con granularidade de catro díxitos e non máis fino. Como ler as dúas columnas de diñeiro

A columna de salarios é unha figura de supervivencia, e ese é o punto. É a mediana para as persoas da mesma cohorte que estaban traballando - as da outra columna non están nela. Cada mediana en cada sitio de pago está construída deste xeito; case ningunha mostra a columna á beira dela. Ler as dúas xuntas é a única forma de que a cifra de pago signifique algo: unha mediana alta xunto a unha taxa alta de non traballar é un programa onde a xente que o fai ben e unha parte significativa non o fan.

A columna de débeda é un piso, non un prezo. É a mediana da débeda federal de préstamos que se leva ao rematar, o que a xente realmente pediu prestado do goberno. Exclúe as axudas, aforros, cartos familiares, préstamos privados e custos de vida, polo que o custo real de cada programa aquí é maior que o número mostrado, por unha cantidade que ninguén publica. É tamén unha mediana entre as institucións que informan unha, que non é o mesmo que unha mediana entre os estudantes.

Catro anos é cedo para algúns e tarde para ningún. Para un certificado, catro anos é unha carreira establecida. Para medicina é a metade dunha residencia, polo que as filas médicas mostran ingresos moi por baixo do que eses médicos gañarán finalmente - a cifra é real, simplemente está a medir a parte inferior da curva. O Departamento non publica nada máis aló, así que nós tampouco.

Nada disto di que un programa sexa malo. Unha cualificación pode ser legalmente requirida, ou a única vía para o traballo que preferirías facer, e aínda así mostrar un pobre resultado en catro anos. O que a columna fai é evitar que a cifra de salario se lea como unha promesa.
