“Não trabalhar” não é o mesmo que “desempregado”, e a diferença não é uma técnica
A medida é a ausência de qualquer registo de rendimentos para todo o ano — nenhum salário em W-2, nenhum rendimento de trabalho independente positivo em uma declaração de rendimentos. Ninguém nestes dados foi perguntado se queria um trabalho. Então o conte contém pessoas que não escolheram trabalhar: criar filhos, cuidar de um familiar, viajar, estudar algo que não é um diploma, viver com o rendimento de um parceiro, ou se deslocar no exterior. Ele também contém todos que queriam trabalho e não poderia obtê-lo. Os dois não estão separados, por qualquer um, e não vamos adivinhar na divisão. O que a figura estabelece é quantos pessoas completaram uma qualificação e, quatro anos em, não ganhavam nada dele ou de qualquer outra coisa - que é a questão sobre a remuneração mediana é o que a figura é silenciosa.
Quem é contado, e que não é
Só pessoas que tomaram ajuda de estudante federal. A coorte é construída a partir do sistema federal de estudantes-de-ajuda e subvenções, então, os completos que pagaram o seu próprio caminho estão ausentes. Isso é aproximadamente metade dos graduados dos EUA. Se a metade desaparecida não é publicada, e é a única coisa maior que não sabemos sobre esses números.
As pessoas que ainda estudam não estão em nenhuma coluna. Alguém que terminou o casal e entrou diretamente no master é excluído tanto do trabalho como do não-trabalho, o que é certo: eles não falharam em encontrar o trabalho, eles não olharam. Isso significa também que a taxa é uma parte das pessoas que realmente deixaram a educação, nem uma parte de todos que se formaram.
O código do programa federal é mais grosseiro do que um trabalho. Os programas são publicados em granularidade de quatro dígitos e não mais fino. Radiografia, terapia respiratória e tecnologia cirúrgica compartilham um código; fisioterapia compartilha outro com terapia ocupacional. As linhas que cobrem mais de uma ocupação são marcadas abaixo e o detalhe se encontra sob cada uma. Quando uma fileira é compartilhada, a figura é sobre o código, não sobre qualquer trabalho dentro dela.
Os pequenos programas são suprimidos na fonte, e não preenchemos a lacuna. O Departamento retira conta com instituições com coortes demasiado pequenas para publicar com segurança, e adiciona ruído estatístico aos que publica. Assim, cada linha aqui é uma soma sobre as instituições suficientemente grandes para relatar. A coluna de cobertura mostra qual parte do próprio total nacional do Departamento que recupera; nada aparece abaixo 75.0%, e nada aparece com uma coorte 1,000.
E os pequenos programas que podemos ver não estão a levar o resultado. Todas as taxas abaixo foram recompôs com os programas de informação mais pequenos — coortes em 30 — removido. Através de cada linha nesta página o maior movimento foi 0.6 pontos percentuais. É o cheque que as pessoas geralmente pedem e ele volta limpa, assim as figuras não são um artefacto de pequenas coortes.

Como ler as duas colunas de dinheiro
A coluna paga é uma figura de sobreviventesse é o ponto. É a mediana para as pessoas da mesma coorte que estavam trabalhando — as da outra coluna não estão nela. Cada mediana em cada local de pagamento é construída dessa forma; quase nenhum deles mostra a coluna ao lado dele. Ler os dois juntos é a única maneira que a figura de pagamento significa qualquer coisa: uma mediana alta ao lado de uma taxa de não trabalho alta é um programa onde as pessoas que fazem isso bem e uma participação significativa não o fazem.
A coluna da dívida é um andar, não um preço. É a dívida do empréstimo federal mediana realizada ao final — o que as pessoas realmente emprestadas do governo, exclui as subvenções, poupança, dinheiro familiar, empréstimos privados e custos de vida, por isso o custo real de cada programa aqui é maior do que o número mostrado, por um montante que ninguém publica. É também uma mediana entre as instituições que relatam um, que não é o mesmo que uma mediana entre os estudantes.
Quatro anos é cedo para alguns destes e atrasado para nenhum. Para um certificado, quatro anos de vida é uma carreira regular, para a medicina é o meio de uma residência, por isso as linhas médicas mostram lucros muito abaixo do que esses médicos eventualmente farão — a figura é real, é simplesmente medir o fundo da curva. O Departamento não publica nada mais, assim também nós.
Não se trata de um programa que seja mau, uma qualificação pode ser legalmente necessária, ou a única via de trabalho que você prefere fazer, e ainda mostra um resultado de quatro anos pobre.
